Service Fees

Drainage Fee

A $3 drainage utility fee is assessed on each monthly bill. It is charged to every dwelling, individually or collectively billed, and nonresidential establishment, individually or collectively billed, that receives service from the City of Portland.

The Drainage Utility Fund fee was established on September 21, 2004. The purpose of the fund and the monthly drainage utility fee is to finance needed drainage system improvements throughout Portland such as curb, gutter, and associated storm inlet reconstruction as part of major street maintenance and improvement programs.

Fire Fee

A $1 fire service fee is included in every monthly bill. The $1 fee is charged to every dwelling, individually or collectively billed, and every nonresidential establishment, individually or collectively billed, that receives service from the City of Portland. It finances the purchase of most of the City of Portland’s fire trucks.

EMS Fee

A $2.50 monthly emergency medical service (EMS) fee is included in every monthly bill. It is charged to every dwelling, individually or collectively billed, and every nonresidential establishment, individually or collectively billed, that receives service from the City of Portland. This fee helps finance the emergency medical services for the residents of Portland.

Currently, the city contracts with Guardian EMS Services to provide 24-hour EMS services for our residents. The City pays a subsidy to Guardian for their services.

Youth Safety and Programming Fee

A $1 Youth Safety and Programming Fee is included in every monthly bill. Portland’s reputation as an outstanding place to raise families can be attributed in part to the City of Portland's youth programs and services. Revenue generated by this fee is used to finance the operation of youth athletic facilities, crossing guards, and school resource officers.
