DISTINGUISHED BUDGET PRESENTATION AWARD
The Government Finance Officers Association (GFOA) has recognized the City’s Finance Department with the Distinguished Budget Presentation Award. Presented annually, the award is the highest form of recognition in governmental budgeting, reflecting a commitment on the part of the governing body and staff to meet the highest principles in the budgeting process. 

To achieve the award, the city had to satisfy nationally recognized guidelines for effective budget presentation, ensuring Portland’s budget serves as a policy document, financial plan, operations guide, and a communication device from the City to its citizens. 

The City of Portland has secured the Distinguished Budget Presentation Award for each of the past 13 years, for the budget years 2016, 2015, 2014, 2013, 2012, 2011, 2010, 2009, 2008, 2007, 2006, 2005, and 2004, The budget year begins October 1st and ends September 30th.The Government Finance Officers Association is a nonprofit professional association serving approximately 16,000 government finance professionals throughout the United States and Canada.


CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING
The City of Portland’s Finance Department has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association (GFOA) for its Comprehensive Annual Financial Report (CAFR) for the fiscal year ended Sept. 30, 2016. The CAFR provides a detailed report of the City’s financial operations and position by fund. GFOA’s Achievement of Excellence award is the highest recognition in governmental accounting and financial reporting.

The GFOA Achievement Award acknowledges state and local governments that prepare CAFRs that embody the spirit of transparency and full disclosure, and go beyond the minimum requirements of accounting principles. Portland has received the award every year since 2008.
