Payment Due Dates

All utility bills are due on or before the 15th day of each month. Except as allowed by state law for certain types of individuals, if payment is not made by the due date the bill is considered delinquent, and the city will promptly notify the non-paying user. Delinquent bills are charged a penalty of 20% of the amount of the delinquent bill. If payment is not made within 30 days of the billing date, services will be disconnected.

If the services have been disconnected, a $20 disconnect processing fee, plus a $25 reconnection fee, for a total of $45 must be paid before the water can be reconnected. After 5:00 p.m., a $20 disconnect processing fee, plus a re-connection charge of $45, for a total of $65, can be paid at the police department until 9:00 p.m.

Please be aware that the City of Portland Utility Billing Service Provider has sent out emails stating that the current payment method, credit/debit card, is no longer valid and must be updated. This was done in error related to an internal software issue. This error did not result in any security breach or compromise of personal information. If you received one of the emails, please disregard this email. No action is required on your part. If you updated your payment method or attempted to do so via the link in the email it did not result in any security breach or compromise of your personal information.
